Cyclone Cascade

A Statewide Cyber Crisis Tabletop for Iowa Counties

Cyclone Cascade is a regional cybersecurity tabletop exercise designed specifically for Iowa counties. This exercise places participants in the middle of a large-scale cyber disruption and challenges them to make decisions that keep county operations running. Unlike traditional exercises, Cyclone Cascade follows the CIME (Cybersecurity Incident Management Exercise) approach, starting after systems are compromised and focusing on what happens next.

Who Should Participate?

Each county should send 6–8 participants representing a cross-section of leadership and operations, including:

  • Administration / Leadership
  • Finance & Payroll
  • Public Safety / Emergency Management
  • Public Health / Human Services
  • Communications / Public Information
  • Operations & Services

If your role helps keep the county running, your voice matters in this exercise.

How the Exercise Works

  • Participants are seated in county-based tables
  • Everyone works through the same evolving scenario
  • Decisions are made based on real-world roles and responsibilities
  • The exercise concludes with a combined discussion

This structure reflects how real cyber incidents unfold—where technical response and operational continuity must work together.

What Makes This Different

  • Focus on non-IT decision making
  • No technical expertise required
  • No “right” or “wrong” answers
  • Emphasis on continuity of operations
  • Designed for real-world county challenges

Why Participate

Cyclone Cascade helps counties:

  • Understand how a cyber incident impacts day-to-day operations
  • Identify gaps in communication and coordination
  • Build stronger collaboration between departments and IT
  • Develop practical ideas to improve resilience and response

Regional Format

  • 6 regional exercises across Iowa.
  • Counties participate with others in their region.
  • Each session is from 9:00am-12:00pm and is interactive, in-person, and highly engaging.
